Abstract

The year 1988 was a period of notable instability for the Brazilian political system due to the persistence of the crisis of legitimacy of the Executive Power, aggravated by the loss of direction in the conduct of the country's economic policy. Faced with this scenario, Brazilian foreign policy was forced to limit its radius of action, in the same way that it had been happening in the previous two years. Against the backdrop of the Brazilian situation at the domestic level, this paper analyzes and details the main fields of action of Brazil in terms of international politics: relations with Latin America (Caribbean, Central America, Argentina and the rest of South America), The United States, the Soviet Union, China and, finally, the external debt negotiations.
