The ongoing changes in the world economy are altering the way it works and have created new forms of linkage between developed nations and Latin America. The motor of these changes and the growth dynamics has shifted to the advanced countries. This new reality forces the Latin American governments to concentrate a substantial effort to understand in depth the dynamics of the industrialized countries, as well as the formulation of their policies. The region lost initiative in the global context and must regain it. Latin America must, therefore, take the international initiative on strategic issues and not wait for external change; It is not possible to continue being "victims" of the world economy without the capacity to respond to it, promoting those economic policies that achieve greater growth.
